The Ministry of Internal Security is a constitutional ministerial institution responsible for overseeing all internal security agencies at both the Federal and Federal Member State levels. It is mandated to ensure the safety and security of Somali citizens.
Vision
The vision of the Ministry of Internal Security is to build efficient and accountable internal security institutions, restore national security order, and ensure the effective implementation of the rule of law across the country.
Mission
The mission of the Ministry of Internal Security is to build a secure federal Somalia that enjoys lasting peace, lives peacefully with its neighbors and the international community, and upholds justice, the rule of law, and the protection of its Constitution.
The Ministry is responsible for:
- The Ministry is responsible for: Proposing, developing, and implementing policies and laws for managing the internal security of the Federal Republic of Somalia, and overseeing the institutions that fall politically under the Ministry, including the Federal Police Force, the National Intelligence and Security Agency (NISA), the Immigration and Citizenship Agency, the Mine Action and Explosive Ordnance Management Agency, the Anti-Narcotics Agency, and the National Security Institute, among others.
- Enhancing and developing the quantity and quality of the Federal Police Force and the National Intelligence and Security Agency (NISA) personnel by ensuring they receive continuous training and adequate security equipment.
- Preparing, reviewing, submitting, and supervising the budgets of the Federal Police Force and NISA, as well as overseeing welfare programs for security personnel, in accordance with the laws of the country.
- Preparing and implementing security strategies, combating crime and terrorism, addressing illegal immigration, managing border-related challenges, and responding to other internal security threats in accordance with the laws of the country.
- Promoting and enhancing public safety by working closely with communities on security matters and conflict prevention initiatives.
- Monitoring the internal security situation of the country and regularly submitting security reports to the Council of Ministers.
- Providing political oversight of the institutions and supporting offices under the Ministry, while ensuring the implementation of internal security policies and other national laws.
- Strengthening regional and international cooperation and collaboration on internal security and crime prevention, while participating in agreements that serve the interests and benefit of the Nation.
