Biography

On April 1, 2026, the Prime Minister of the Federal Republic of Somalia, Hamza Abdi Barre, appointed Mr. Mohamed Hassan Shire as the Director General of the Ministry of Internal Security.

Mr. Shire served as the Director General of the Ministry of Planning, Investment, and Economic Development from May 2023 to March 2026, where he played a key role in advancing 

national planning, strengthening coordination among  government institutions, and aligning government priorities with the country’s development plans. Over the past decade, Mr. Shire has held various positions at public, AU, and security institutions. He has worked on several projects in the fields of politics, peace, and security building in fragile contexts, with a concentration on vulnerable groups such as minorities, women, and children. He has supported and participated in various institutional, state-building, and peace-building initiatives on behalf of the Somali Federal Government.

Since 2014, Mr. Shire has managed initiatives involving disarmament and demobilization, as well as establishing a legal structure in newly-recovered regions. The initiative offered assistance to vulnerable groups, such as minority groups, women, and children.

Mr. Shire advised the Ministry of Women and Human Rights Development of the Federal Government of Somalia on gender equality, human rights, and the rights and welfare of children in conflict zones as a strategic policy advisor.

During his tenure at the Office of the Presidency, he closely worked with the Chief of staff before he was moved to the Office of National Security (NSO), where Mr. Shire contributed to the development and reform of Somalia’s security sector. While with the African Union Mission in Somalia, he guided the peacekeeping mission with country-specific political context analysis. He advised on the mission’s peace and security posture and activities in the newly liberated regions.

Prior to his appointment, Mr. Shire served as the Director of Dansom, a peace and security development consulting firm. Prior to this, he was the Team Leader for a Joint Police Programme financed by multiple donors to assist Somalia’s federal and state police.

Mr. Shire possesses a Master of Science in Security, Conflict, and International Development from the University of Leicester and a Bachelor of Arts in Politics from East London University.
